Oil Theft, Energy Security and Energy Transition in Mexico

Oil theft refers to the exploitation of crude oil or refined petroleum products for criminal purposes. In Mexico, theft—referred as huachicolero—is endemic and widespread. By framing it within energy security transition context, this paper offers a new perspective on problem in Mexico. Focusing petroleum, demonstrates that Mexico’s security—as framed around 4As (availability, accessibility, affordability, acceptance)—has deteriorated over past decade. Application framework Mexican context shows increasing frequency has contributed deterioration. The proposed solution problems is centred Mexico moving from gasoline diesel electrification transportation sector. that, while transport been lagging behind other countries, recent developments country point growing momentum among country’s political business elites, tandem with US partners, support transition. Areas where further emphasis should be placed accelerate sector are identified. Finally, feasibility potential limitations associated implementing evaluated.
